Antagonist shuttles, such as the Mercenary Shuttle and Skipjack, should not head back to the Station Z Levels after they have left for their bases on the Admin Z Level. If a return was accidental, an exception can be made by staff, but Mercenaries and Heisters should not be jumping back to their base and then returning to the station.
