Developer in-game guidelines

These are not exhaustive - you likely know by now what you can and cannot do, and where the line is. I always prefer to have things out in writing that we can point to if needed, so here we are. This is one of the goals that I had, that I've managed to forget about until now.

1. Developers may, at their leisure, act as moderators (pursuant to the staff rules and guidelines) on the server if no game staff are present, or if present game staff are busy.
   
2. Developers may do whatever admins can do (including events) with the tools they have, according to the same rules as admins, (except as it pertains to administrative tasks) until asked not to by a game admin.
   
3. Developers may do as required to diagnose critical game bugs.
